The California Association of Medical Product Suppliers (CAMPS) is a non-profit, statewide trade association representing the California HME industry. CAMPS is headquartered in Sacramento representing approximately 200 HME companies with over 200 branches in California.
The CAMPS Board of Directors is comprised of industry leaders including CEOs and owner/operators of national, as well as, independent HME providers.
The Association is a powerful voice for HME companies and manufacturers.

Protects Your Interests
CAMPS’ lobbyist and staff are your advocates before the California Legislature, the Governor’s office and administrative agencies. Our endeavors have included and will continue to embrace issues affecting: licensure, sales tax, budget cuts, reimbursement, and much more.
Gives Immediate Answers
CAMPS offers immediate help with industry problems and concerns. Our experienced staff can answer questions about many of your day-to-day business operations. For example: Licensure/Regulatory Requirements, Obtaining/Changing a Medi-Cal Provider Number, Billing Issues, and general HME information.
Membership Classifications
Regular: A sole proprietorship, partnership, firm or corporation currently engaged in the retail/wholesale, rental or distribution of any type of medical equipment, products, services or supplies for home use in the care and treatment of patients. A regular member shall have full voting rights. Dues are based on annual gross sales amount.
Associate: A person, partnership, firm or corporation not otherwise qualified for regular membership that engages, through manufacturing, wholesale, or otherwise, in a business that supports or enhances a regular member’s health care business.
Dues Payment: Payments to CAMPS are not deductible as charitable contributions for federal income tax purposes. However, such payments may be deductible under other provisions of the Internal Revenue Code. In addition, a portion of your dues is not deductible as a business expense due to the association’s lobbying activity. The nondeductible portion is 24 percent.

Legislative Advocacy
Budget Watch – CAMPS monitors the budget process to assure adequate funding and payment of HME services. The association keeps members updated on the timeliness of a budget adoption, and advocates for provider payment in the event of a delay.
Bill Tracking – Hundreds of new bills are introduced every year in California. CAMPS monitors proposed legislation to pinpoint any adverse affects to the HME industry. All efforts are made to support positive legislation, as well as oppose legislation that would negatively impact the HME industry.
Licensing Requirements – CAMPS is familiar with California HME licensure and regulatory requirements. We continue to provide this information to our members, and assist them in the process when needed.
Regulatory Advocacy Efforts
Medi-Cal – CAMPS is the HME industry’s key line of defense when dealing with Medi-Cal issues. Following are just a few of the things CAMPS members can expect:
- Claims Processing – CAMPS continually advocates on providers’ behalf to assure fair and timely payment of Medi-Cal claims.
- Payment Rates – The HME industry is always subject to payment reductions in the Medi-Cal program. CAMPS has been highly successful in protecting the industry’s interest by minimizing or, more frequently, by deterring rate reductions.
- Provider Enrollment – CAMPS is knowledgeable about provider enrollment in the Medi-Cal program. This knowledge is shared with our members in an effort to assist them in their enrollment efforts.
- Treatment Authorization Request – CAMPS has worked successfully with the Department of Health Services to assure a smooth and fair TAR process.
- CCS Medi-Cal – CAMPS has been successful in resolving claims processing delays with various CCS offices. We continue our efforts to improve our relationship with this County operated program.
- Private Insurance – Through our Private Insurance Committee, CAMPS works to educate private insurance companies on the importance of HME services, and resolve any claims processing issues.
- Medicare – CAMPS is a member of the Medicare Region D, DMERC Advisory Committee (DAC). The DAC is a structured group that works with the Region D carrier, CIGNA Medicare, to resolve claims processing issues.
Publications
CAMPS electronically publishes the California HME Update as a means to keep members updated on industry news. We use this method to report key urgent issues to members in a timely manner. Click here to access the California HME Update Archives.
Policies and Procedures Manual - Each Home Medical Device Retail Facility (HMDRF) must develop certain policies and procedures to be in compliance with California licensure requirements. Meetings & Educational Opportunities
Annual Convention – The CAMPS Education Committee works to offer informative educational information that is timely and pertaining to California providers.
Nuts & Bolts Seminars – Top industry speakers are retained to educate CAMPS members on the Nuts and Bolts of Medicare and Medi-Cal billing.
Cost Savings Programs
Business Insurance – CAMPS has its own business insurance program. The broker is VGM Insurance Services. VGM & Associates is a national buying group for independent home medical equipment providers.
CAMPS Sponsored Insurance Program
CAMPS is please to support the VGM Surety Bond program and has made arrangements with VGM Insurance for a special program for CAMPS members.
VGM & Associates is a national buying group for independent home medical equipment providers. In the ensuing decades, it has expanded to include buying groups for high-tech rehab and respiratory providers, orthotic and prosthetic practitioners, the golf and private club industry and HME providers in Canada.

Medicare Bond Questions: 866-497-0472 VGM hotline has people standing by to answer questions, explain how a bond works, help determine if you need a bond, and provide the best solution for you.
All DMEPOS Medicare providers must obtain this bond. There are very few exceptions and VGM Insurance can help determine if you qualify for an exception.
